Vessel General Permit (VGP) update October 2018 - 2013 VGP continued indefinitely

(www.MaritimeCyprus.com) The Environmental Protection Agency (EPA) issued an Update stating that the 2013 Vessel General Permit (VGP) will not be reissued prior to its 18 December 2018 expiration date, but will be administratively continued and remain in effect until a new permit is issued. Owners and operators of vessels operating under the administratively continued permit are expected to comply with the terms and conditions of that permit until the new permit is issued and enters into effect.

Owners/operators of vessels operating under the administratively continued permit are expected to comply with the terms and conditions of that permit.  The EPA stands ready to assist those applying for VGP and continues to work on reissuing the permit, with a target timeframe of permit proposal in spring 2019.

For vessels currently covered by the permit: Permit coverage continues. No additional NOI or PARI form is required to continue such coverage beyond December 18, 2018.

For vessels currently without permit coverage: The EPA strongly encourages owners/operators of eligible vessels to seek permit coverage prior to December 18, 2018, as coverage under the 2013 VGP cannot be obtained after that date.

EPA first issued the Vessel General Permit (VGP) in 2008 and subsequently reissued it in 2013. The VGP provides for NPDES permit coverage for incidental discharges into waters of the United States from commercial vessels greater than 79 feet in length and for ballast water from commercial vessels of all sizes. EPA estimates that approximately 61,000 domestically flagged commercial vessels and approximately 8,000 foreign flagged vessels require VGP permit coverage for such incidental discharges.
