EU MRV and IMO DCS Regulations - Reporting requirements

(www.MaritimeCyprus.com) In order to reduce emissions from shipping, the European Union (EU) has introduced the shipping Monitoring, Reporting and Verification (MRV) regulation, which is designed to gather data on CO2 emissions based on ships’ fuel consumption.

In parallel, the IMO has introduced a three-step approach, based on collecting and analyzing fuel consumption data, before agreeing what further actions may be required to reduce GHG emissions from ships. Through amendments to MARPOL Annex VI, the IMO Data Collection System (DCS) came into effect in March 2018 adopted by resolution MEPC.278(70),

From 1 January 2019, each ship of 5,000 gross tonnage and above shall collect the data specified in Appendix IX of MARPOL Annex VI, for this and each subsequent calendar year or portion thereof, as appropriate, according to the methodology included in Part II of the Ship Energy Efficiency Management Plan (SEEMP).

As the first calendar year for the collection of data comes towards the end we wish to remind Members on the following important deadlines to assure on time compliance with the IMO DCS:

  1. By 31 March 2020, Companies have to submit the 2019 data to the Flag Administration or Recognized Organization (RO) for verification.
  2. By 31 May 2020, ships must be issued with a Statement of Compliance (SoC) that shall be kept on board and is valid for the calendar year in which it is issued and for the first five months of the following calendar year.

Readers are also reminder that ship falling under the applicability of Regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport (known as the EU MRV Regulation) will also require to report 2019 emissions data.  Companies operating ships of 5,000 gross tonnage and above which carry passengers or cargo for commercial purposes to, from or within any EU and EFTA (Norway and Iceland) port, regardless of the flag they fly, must report through THETIS-MRV by 1 April 2020 annual emissions data that have been verified by an accredit Verifier.
