Join the BSM Fleet Personnel team as a Fleet Personnel Officer and support our highly-skilled seafarers find the best fit for placement on BSM-managed vessels. As part of this team, you will equip our client's vessels with quality personnel, in a timely and accurate manner. You will also help us develop high-performing crew by overseeing their training needs. The successful placement of seafarers ensures BSM-managed vessels run safely and efficiently.

 

Job Objective:

Implement and monitor all recruiting activities and processes for the assigned vessels according to the provided manning plan. Liaise with the crew to identify potential training needs and support their well-being on board. Ensure the upholding of environmental compliance policies throughout these processes.

Key Accountabilities:

Execution of the Manning Plan:

  • Oversee the vessels' manning plan, ensuring proper crew selection in line with contractual agreements, ship flag legislation, and budget constraints.
  • Review and approve employment contracts for assigned vessels' seafarers, ensuring compliance with company procedures and local/flag legislation.
  • Propose and implement relief/rotation planning and EoC procedures, focusing on continuous vessel operation.
  • Identify future vacancies, inform supervisors and Crew Service Centers, and provide support to the FP Manager in developing the annual manning plan.
  • Manage Crew planning, ensuring timely reliefs, accurate documentation, budget compliance, and customer responsiveness.

Vessel Personnel Management:

  • Coordinate changes in port procedures with the Fleet Personnel Manager and Crew Service Centers, facilitating smooth crew embarkation and disembarkation.
  • Implement relief/rotation planning, liaising with vessels, Crew Service Centers, port agents, and travel agents for efficient crew movements.
  • Communicate with flag state authorities, maintain documentation for vessels' legitimate operation, and inform personnel of operational changes.
  • Focus on achieving necessary re-joining rates and providing alternatives for continuous vessel operation.

Increase of Seafarers' Skills:

  • Evaluate seafarers' performance, identify training needs, and propose plans for technical skill improvement.
  • Cooperate with training centers to provide required training, ensuring efficient crew performance.

Effective Operation of the Department:

  • Support budget development, review execution, and identify cost-saving opportunities to meet targets.
  • Monitor software, safety systems, and compliance with employment laws, informing the Fleet Personnel Manager as needed.
  • Coordinate with CSC/GSC for timely and accurate outsourced manning activities.

Management of Resources:

  • Optimize seafarers' allocation for cost-effective travel and timely vessel coverage.
  • Review crew travel costs, conduct market research, and identify value-for-money services.
  • Monitor crew budget execution and propose corrective actions for deviations to ensure compliance with targets.

 

Requirements

Qualifications and Experience:

  • Bachelor’s degree in Maritime Studies, or related field.
  • At least 3 years of experience as a Fleet Personnel Officer within a ship management / owning company.

Job-Specific Skills:

  • Very good knowledge of the vessels’ crew requirements and seafarers’ specifications.
  • Knowledge of the local market dynamics for demand-supply situation.
  • Experience in recruitment, training and development methodologies.
  • Good knowledge of seafarers’ rights and the maritime labor law.
  • Fluency in English.
  • PC literacy.
