Action is immediately required to ensure timely compliance with critical international and regional regulations, including FuelEU Maritime (FuelEU), European Union Monitoring, Reporting and Verification (EU MRV), European Union Emissions Trading System (EU ETS), UK Monitoring, Reporting and Verification (UK MRV), and IMO Data Collection System & Carbon Intensity Indicator (IMO DCS & CII).
Submission Timetables by Regulation
The following are the ultimate deadlines by which the verified data must be officially processed and submitted to the relevant regulatory bodies or registries.
FuelEU Maritime Compliance
FuelEU compliance focuses on verifying the annual average greenhouse gas intensity of the energy used on board.
31 January 2026: Submission of the ship-specific FuelEU report to the accredited verifier.
31 March 2026: The ship-specific FuelEU report must be verified.
30 April 2026: The verified FuelEU report data must be marked as verified in the THETIS database by the accredited verifier. Additionally, any application of the flexibility mechanism must be recorded in THETIS.
Note: Full compliance includes the subsequent issuance of the Document of Compliance and the payment of penalties, where applicable. Consult the official FuelEU Timetable for Compliance for the subsequent administrative deadlines.
EU Monitoring, Reporting and Verification (EU MRV)
This regulation governs the monitoring, reporting, and verification of $\text{CO}_2$ emissions from maritime transport.
31 March 2026: Ship and company level emissions data must be submitted to the THETIS platform and marked as verified by an accredited verifier.
Important Note: Administering Authorities (AA) may have the right to request the verified data be submitted earlier than the 31 March deadline, though this cannot be before 28 February 2026.
EU Emissions Trading System (EU ETS)
The EU ETS requires shipping companies to surrender emission allowances for reported CO2 emissions.
31 March 2026: Verified company-level emissions data (which is reported in THETIS under EU MRV) must be entered into the Union Registry by the regulated entity using a Maritime Operator Holding Account (MOHA). The data must be marked as verified (again) by the Administering Authority (AA) or the accredited verifier.
CRITICAL Consequence: Failure to submit the data by 1 April 2026 will result in the blocking of the MOHA, preventing the regulated entity from surrendering allowances.
MOHA Exclusion: If a shipping company permanently exits the scope of the EU ETS (e.g., stops calling at EU/EEA ports or ceases operations), it may request the AA to set its MOHA to "excluded" status.
UK Monitoring, Reporting and Verification (UK MRV)
This covers emissions from voyages involving UK ports.
30 April 2026: The emissions data must be verified by an accredited verifier.
Platform Status: The UK currently lacks access to the EU’s THETIS-MRV database, and the alternative UK reporting platform is still pending operation. Therefore, verified data should be securely held (e.g., within the Emissions Verifier portal) until the UK’s digital platform is fully functional.
IMO DCS & CII Verification Deadline
The IMO Data Collection System (DCS) requires the reporting of fuel consumption, and the Carbon Intensity Indicator (CII) assesses a ship's operational energy efficiency.
31 March 2026: Annual emissions data and all relevant supporting evidence must be submitted to the verifier via the designated portal. Companies should consult the specific IMO DCS & CII Evidence Pack in the verification portal for documentation requirements.
31 May 2026: The annual emissions data must be verified, and a Statement of Compliance issued on behalf of the Flag Administration.
30 June 2026: Submission of the verified data into the IMO Global Integrated Shipping Information System (GISIS) platforms by the verifier on behalf of the Flag Administration.
