The Paris MoU White, Grey, and Black (WGB) List evaluates Flag State quality and oversight effectiveness using a 3-year rolling statistical model for flags recording at least 30 inspections.
A total of 69 Flag Administrations are rated on the official WGB spectrum:
White List (40 Flags): Represents quality fleets maintaining consistently low detention ratios.

To evaluate technical bodies objectively, the Paris MoU applies a statistical formula requiring a minimum threshold of 60 inspections over three years for an RO to qualify for listing.

Inspection Frequencies: Vessels flying Grey/Black flags or certified by Low-Performing ROs are categorized as High Risk Ships (HRS), subjecting them to frequent expanded inspections. Conversely, White List flags qualify vessels for Low Risk Ship (LRS) status.
Chartering & Commercial Access: Premium charterers routinely restrict vessel hires based on flag and RO status. Ships under Black List flags face exclusion from key trade routes and higher insurance premiums.
Refusal of Access (Banning): Unfavorable Flag/RO combinations significantly elevate the risk of formal regional port access bans following repeated statutory non-compliance events.
