(www.MaritimeCyprus.com) Today, most ENCs are based on the S-57 standard, which was created decades ago, and no longer meets the requirements in our digital society. Although the S-57 has its qualities, it is used almost exclusively for encoding ENCs for use in ECDIS, suffers from strict maintenance regimes and is ultimately unable to support the coming era of interoperability in the digital hydrographic information.
On this backdrop, the International Hydrographic Organization (IHO) has developed a new and more versatile standard for exchanging digital hydrographic data – the S-100. Although building upon the foundation laid down by the S-57 framework, the S-100 is a brand-new standard that will ultimately replace the existing standard with a new framework that enables the development of next-gen ENC products, in addition to other useful digital products. Contrary to the S-57 standard, the S-100 will support a wider variety of hydrographic data sources, products and users. It will incorporate the requirements for compiling and visualising ENC data and include a range of new applications that go beyond the domain of traditional hydrography, such as high-density bathymetry, seafloor analysis and marine GIS.
Regulatory Implementation Timeline
Under the International Maritime Organization's revised performance criteria (MSC.530(106)/REV.1), shipowners have been permitted to deploy S-100 compliant systems on a voluntary basis since January 1, 2026. Compliance will become mandatory for all newly constructed ships and system retrofits starting January 1, 2029, at which point the older S-57 standard will be phased out entirely.
While S-100 systems deliver substantial technical advantages over existing displays, the transition represents a significant operational shift that requires proactive planning across the maritime sector.
Key Technical Improvements: S-57 vs. S-100
While the S-57 format was limited primarily to basic electronic navigational charts (ENCs), the S-100 framework creates a flexible, dynamic environment capable of integrating diverse digital data layers.
To manage this shift smoothly, the IHO is executing the rollout in two distinct phases: Route Monitoring (Phase 1) and Route Planning (Phase 2).
Phase 1: Real-Time Route Monitoring Standards
Phase 1 delivers data layers directly critical to active bridge monitoring and vessel maneuvering:
S-101 (Electronic Navigational Charts): The foundational layer replacing S-57 charts, designed to seamlessly host and overlay additional datasets.
S-102 (Bathymetric Surface Data): Offers high-resolution seabed imagery to support safer passage through shallow or tight waterways.
S-104 (Water Level Information): Delivers live tidal and water-height data to bridge officers and pilots.
S-111 (Surface Currents): Provides real-time surface stream data to help crews anticipate vessel drift.
S-124 (Navigational Warnings): Digitally streams urgent maritime safety notices in accordance with SOLAS regulations.
S-129 (Under Keel Clearance Management): Streamlines live depth calculations to help prevent groundings in shallow channels.
Phase 2: Route Planning and Environmental Standards
Phase 2 focuses on pre-voyage preparation, environmental awareness, and situational intelligence:
S-121 (Maritime Limits & Boundaries): Maps international maritime boundaries established under UNCLOS.
S-122 (Marine Protected Areas): Highlights environmentally sensitive dynamic regions, reserves, and marine parks.
S-123 (Marine Radio Services): Details regional radio stations, working frequencies, and broadcast schedules.
S-125 (Marine Aids to Navigation): Displays fixed, floating, virtual, and seasonal navigation aids alongside local AIS broadcasts.
S-126 (Marine Physical Environment): Outlines prevailing ocean currents, topography, regional weather patterns, and local hydrology.
S-127 (Marine Traffic Management): Integrates VTS zones, ship reporting protocols, mandatory routing schemes, and pilot stations.
S-131 (Marine Harbour Infrastructure): Provides berth layouts, port facilities, and available shore services.
S-411 (Ice Information): Visualizes ice coverage, sea/lake ice boundaries, and iceberg density maps.
S-412 (Weather & Wave Hazards): Highlights marine weather advisories, severe sea states, high winds, and reduced visibility corridors along planned transit paths.
Transitioning to S-100 ECDIS platforms will require close collaboration among bridge crews, manufacturers, training academies, and maritime regulators. By embracing these upgraded capabilities early, ship operators can maximize safety and streamline bridge operations well ahead of the 2029 mandate.
